Will a grandchild take over a council flat after their grandmother?

Article 691 of the Civil Code names the spouse, the tenant’s and their spouse’s children, maintained persons and a de facto partner. A grandchild falls within that circle only if the grandmother was obliged to pay maintenance for them, which is rare, for example when the parents had died or could not support the child. Otherwise the tenancy ends and the grandchild occupies the flat without legal title, paying compensation for use without a contract. They may ask the municipality for a new tenancy under the council’s rules, but that depends on the municipality’s criteria, not on inheritance law.
