Once your PESEL number and the document itself are flagged as reserved, it is very unlikely. Financial institutions have a statutory duty to check the reservation register before granting a loan, and an obligation taken out despite an active reservation cannot be effectively enforced. The real risk sits in the window between losing the document and flagging it.
Three steps, three different effects
After losing an ID card you have three steps to take, and they are easy to confuse:
- Reserving your PESEL number (mObywatel app, gov.pl, municipal office) blocks a loan or credit agreement at institutions covered by the duty to check the register.
- Reserving the document in the Dokumenty Zastrzeżone system, run by the Polish Bank Association, marks the card as lost in a database checked by banks, telecom operators and many other service providers.
- Reporting the ID card as lost (municipal office or gov.pl) invalidates the document and automatically reserves your PESEL number. It does not, however, replace the reservation in the Dokumenty Zastrzeżone system.
You don’t need to wait for the office to reserve your PESEL: in mObywatel it takes a few minutes and works immediately. Reserve the card in Dokumenty Zastrzeżone just as quickly, through your bank’s helpline.
Where real risk remains
A reservation does not work retroactively. If a few hours passed between the theft and the reservation, that window is exactly when someone could have tried to sign an agreement. The second area is obligations outside the financial sector: a phone subscription, equipment rental or a tenancy agreement do not always come with a duty to check the PESEL reservation register.
A reservation works better as a permanent setting than as an emergency response. You can keep it switched on and lift it for your own visit to the bank.
What to do if the obligation already exists
- File a complaint with the institution that granted the loan and demand that enforcement be suspended.
- Report the suspected crime to the police. The case number will be useful in all further correspondence.
- Download your BIK report and switch on alerts to catch further attempts.
- Keep all correspondence. In a dispute, what counts is the date of the reservation set against the date of the agreement.
Example
Marek loses his wallet on a Saturday evening. He reserves his PESEL number from his phone in the mObywatel app within minutes, then reserves the card through his bank’s helpline, and on Monday he applies for a new document. When a lending company tries to verify his details two weeks later, the register returns an active reservation and the application fails. The reservations took him ten minutes because he had the card’s series and number written down.
